ASRG’s Third Whitepaper Release – Mobile-First Assessment: Benefits, Challenges, and Solutions.

Assessment Security Research Group (ASRG) is pleased to announce our third whitepaper, Mobile First Assessment: Benefits, Challenges, and Solutions.

As education adapts to an increasingly globalised world, educational institutions are beginning to explore what a future shaped by mobile delivery might look like. Interest in this form of assessment is steadily increasing as institutions consider more flexible and accessible delivery models.

This whitepaper outlines the key benefits of mobile-first assessment, including greater global reach, lower delivery and infrastructure costs, improved user experience, and new opportunities for innovation in assessment design and delivery. Together, these advantages point toward more inclusive and adaptable testing.

The paper examines the challenges that institutions must address, including variations in digital literacy, inconsistent internet reliability, and differences in device quality. It also discusses the security concerns that arise when assessments are taken on personal or mobile devices, exploring how this can affect assessment fairness and integrity.

Countermeasures and practical solutions are offered to support mobile-first delivery, including secure system design and careful user-experience planning. To provide global context, the whitepaper examines cultural factors affecting mobile use and testing, featuring a case study on China that considers regulatory requirements, cultural expectations, device availability, and other factors shaping mobile-based assessment.

The whitepaper also features unique findings from an ASRG survey of experienced VICTVS invigilators. Their insights offer practical perspectives on the use of mobile devices in assessments, including their observations, concerns, and the realities they have encountered in supervised testing environments. Their feedback adds valuable context to the broader discussion.

This report presents an overview that will help educational organisations think critically about the opportunities and responsibilities that come with mobile-first assessment.
